As the main technical support organization of MEP for the enforcement of “Law of Environment Impact Assessment”, the main responsibilities of ACEE are: Organize technical reviews of environment impact assessment reports on plans, major development and construction projects; conduct technical consultation for assessment outline for major and sensitive construction projects; conduct environment impact investigation for major economic policies and plans to submit relevant countermeasures and suggestion; implement research on technologies and policies for environment impact assessments and organize development of guidelines for the methods and technologies of environment impact assessment; perform research on information of environment impact assessment and environment impact prediction mode; undertake the registration and management of professional qualification of environment impact assessment engineer; issue relevant certificates to environment impact assessment staffs and organize continuing education; undertake qualification appraisal to environment impact assessment organizations; give instructions to nationwide environment impact assessment organizations; conduct “Three Simultaneities” completion acceptance investigation for national approved ecological construction projects, and perform technical review for acceptance reports.

Technology Support Center for Regulatory Modeling in Environment Impact Assessment

 

Be responsible for the checking and recalculating modelling of environment impact assessment; Be responsible for the establishment and maintenance of basic database for environment impact assessment; be responsible for the research, development, and technical promotion of regulation model in the technical guidelines for environment impact assessment; be responsible for the information construction work of ACEE, as well as the maintenance and upgrade of the network; be responsible for the research, development and maintenance of consultation platform for construction projects approved by environmental authorities; be responsible for the research on application of satellite data in technical assessment, and research and development of other new technical assessment methods; be responsible for researches related to environment impact assessment modelling and environment impact assessment basic database.

Profile of Laboratory

The supporting institution of State Environmental Protection Key Laboratory of Numerical Modelling for Environment Impact Assessment is Appraisal Centre for Environment and Engineering, MEP,  which has been engaged in research on technical appraisal of environment impact assessments, as well as the numerical modelling for environment impact assessments since its establishment in 1992.  The lab was set up in December, 2012 according to the approval from Ministry of Environment Protection.

Positioning of Laboratory

According to major demands in research region of environment impact assessment, the laboratory is established to be an innovative platform for research and practice on national environment impact numerical modelling to provide technical support to national and regional environment impact assessment and relevant decision-making management. 

Research Areas

Oriented by demands of national environment protection strategy, the lab make efforts in following areas: ①Regulator model for environment impact assessment and its standardization; ②Technology of numerical modelling and its application; ③Establish of pollution emission inventory and its application; ④Research on the set-up and application of basic database for environment impact assessment, and other areas. 

Conditions for Scientific Research

During years of construction and research in related areas, the lab has spent approximately 6.6 million to purchase high-performance cluster computer server, LED touchscreen for demonstration, dedicated constant temperature and humidity air-conditioner for lab, GIS software, 3-D supporting software, predication and calculation for atmosphere, noise and surface water, and other software and hardware facilities, and thus laid a good foundation for the further construction of the lab. 

Staff

The laboratory boasts an excellent research team, consisting of 7 research fellows and 6 senior researchers. It has 28 permanent researchers, 9 of which have doctorates and 12 have master degree.
